100.00 UCEAP Overview
Established in 1961, the Education Abroad Program (EAP) is an academic
program on all ten campuses of the University of California (UC). The mission
of UCEAP is to create and administer a high-quality international studies
program that is unique in the world. EAP’s principal goals are to:
- Create
components of international education that will enable undergraduate and
graduate students to integrate into the academic and social life of select
foreign universities as they fulfill UC requirements and work in major fields
of study.
- Provide
UC students and faculty access to distinctive and distinguished academic
programs abroad that complement those offered by the home campus.
- Develop
educational opportunities abroad through which students can make normal
progress toward their degrees at a cost as close as possible to that of
education at UC.
- Strengthen
ties with partner institutions abroad by providing opportunities for their
students and faculty to come to UC.
- Improve
UC students’ abilities to study and communicate effectively in a foreign
language.
- Expand
student knowledge and understanding of the modern world by immersing students
into the educational and cultural life of the host country and university.
In
the 2007–08 academic year, more than 4,500 UC students studied at 150
universities in some 30 countries. Through reciprocal agreements, more than
1,000 students from EAP’s foreign partner universities attended UC.
Faculty from EAP partner universities also visit UC through reciprocal
agreements.
The academic integrity of EAP is guaranteed by the oversight of the Academic
Senate through the
systemwide
University Committee on
International Education (UCIE). Along with UCIE, the Universitywide Office of
EAP (UOEAP), campus administrations, and campus divisions of the Academic
Senate share responsibility for the academic integrity of the Program.
Faculty at the campuses help integrate EAP into departmental curricula. The
recruitment, selection, preparation, and reintegration of students take place at
the individual Campus EAP Offices. These local offices are a critical link
between the students, the campus academic community, and central EAP
administration.
100.01 UOEAP Mandate
UOEAP, located in Santa Barbara, is the headquarters of EAP and provides
the central administrative, informational, and communications link between UC
and the EAP Study Centers abroad.
UOEAP’s mandate is to:
- Recommend,
set, and implement policy and procedures.
- Conduct
long- and short-term planning and analysis to initiate new programs and upgrade
existing ones.
- Administer
EAP’s academic curriculum and accreditation processes, including approval
of courses taken abroad for UC credit.
- Maintain
program integrity and continuity.
- Maintain
relations with host universities abroad.
- Perform
program support functions such as budget management and contract negotiation; and
facilitate placement of UC students and faculty abroad and, reciprocally, of foreign
students and faculty at UC.
The EAP Universitywide Director administers the Program together with a
professional and support staff of about 100 and serves as UC’s Associate
Provost for International Academic Activities. For key reports and an overview
